Warning: date() [function.date]: It is not safe to rely on the system's timezone settings. You are *required* to use the date.timezone setting or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We selected 'America/Chicago' for 'CDT/-5.0/DST' instead in /backup/qa/www/sub/rss/product.php on line 32

It does not change the system timer or it's resolution at all. The Author read a snippet of code from MSDN and read and article from Systinternals about the High Resolution timer, and tried to make a utility for it. The only problem is, the solutions offered were NOT global settings for the PC, rather specific functions for using the Timer in Drivers.

Why also is it trying to write to HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\GRE_Initalize? It was looking for the REG_SZ value DisableMetaFiles? Perhaps to set the Value from 1 to 0? Fortunately, if you have a patched system, this vulnerability is gone.
